Government appoints Block Development Officers as administrators for Panchayat Halqas for six months
Jammu: In a significant move, the Jammu and Kashmir government has appointed Block Development Officers (BDOs) as Administrators for Panchayat Halqas for a duration of six months. The decision comes in the wake of the expiration of the term of 28000 Panchayat members on January 9, 2024, and the government’s acknowledgment that the immediate constitution of new Halqa Panchayats is not feasible.
According to an official order, a copy of which lies with Kashmir Chronicle News, the government invoked its powers under section 9 of the Jammu & Kashmir Panchayati Raj Act, 1989, to empower BDOs in administering the affairs of Panchayat Halqas within their jurisdiction. The appointed Administrators will serve in this capacity from January 10, 2024, for a duration of six months, or until further orders are issued.
The move reflects the government’s commitment to ensuring the smooth functioning of local governance despite challenges in the immediate formation of new Panchayats. It also highlights the ongoing efforts to address administrative issues and maintain stability in the region amid the conclusion of the term for thousands of Panchayat members.
The decision to appoint BDOs as Administrators is anticipated to provide continuity in local governance and pave the way for a seamless transition until the constitution of new Panchayats becomes feasible. The development underscores the complexities and delays involved in the electoral process, prompting the government to take interim measures to uphold the democratic structure at the grassroots level.
